Why is the United States Giving $900 million to Gaza?

According to the Israeli media, The Palestinian Authority is hoping to raise $2.8 billion for Gaza at a donor conference in Egypt next week.  In the conference PA "Prime Minister" Salam Fayyad will ask donors to give the donations via the Fatah-led PA, thus bypassing the Hamas government in Gaza.   Earlier in the week a $30 million donation was made from Qatar along with an offer of $900 million in aid for Gaza from the United States.

Today America is facing some of the most difficult times economically that it has faced in eighty years.  Unemployment is rising and Americans need all its resources available to recover from the dilemma we are in. While I understand that the people in Gaza are experiencing difficulties of their own I also understand that many of their problems are the result of their attacks against Israel and allowing a terrorist organization to rule them. 

In light of the above mentioned statements the question is why is the United States, who is in an economic upheaval and needing to borrow money for stimulus packages, offering money to a government where a poll was released by the World Public Opinion polling group showing the Palestinian Authority leading several other Arab and Muslim countries in hatred for the United States?  The poll also revealed the belief that the United States is battling Islam and the poll shows the PA support for attacks on American civilians. While the money is said to be given via Fatah the next question is how much of it will fall into the hands of Hamas who have declared that they will continue to smuggle weapons into Gaza.  Even if none of the money makes its way into Hamas hands the danger to Israel is not over.  The Fatah Movement has declared that it will "return" to armed attacks against Israel if negotiations do not produce the results the movement wants in the negotiations.

I have to say that I have a problem with us contributing a large sum of money to a group that hates Israel and has promised that they we will continue to attack the civilians of Israel not to mention their hatred of the United States itself.
